Government Reservation Rules & Guides
Clear, simplified breakdowns of Department of Personnel and Training (DoPT) guidelines, Central OBC lists, and EWS eligibility criteria.
1. OBC Non-Creamy Layer (NCL) Guide
The 27% OBC reservation in Central Government civil posts and admissions (such as IIT JEE, NEET UG/PG, and IIMs) requires an OBC Non-Creamy Layer certificate issued in the current financial year.
- Salary & Agricultural Exclusion: Income earned from government/private monthly salaries and agricultural yields is not factored into the ₹8 Lakh ceiling.
- Central List vs State List: Your caste must be featured on the National Commission for Backward Classes (NCBC) Central List to avail Central quota benefits.
- Validity: Central OBC NCL certificates are valid for 1 Financial Year (April 1 to March 31).
2. EWS (Economically Weaker Section) Guide
The 10% EWS quota is available to General category students who meet both income and asset thresholds.
- Income Cap: Gross family income must be under ₹8,00,000 per annum.
- Asset Ceiling: Disqualified if family owns 5+ acres agricultural land or 1,000+ sq. ft. residential flat.
- Clubbing of Assets: Assets owned by different family members in different locations are clubbed together for assessment.
3. Common Mistakes to Avoid During Exam Application
- Submitting a State OBC certificate for Central exams: Always obtain an OBC NCL certificate in the prescribed Central Government format (Form of Certificate for OBC).
- Expired certificates: Check whether your exam brochure requires a certificate issued on or after April 1 of the testing year.
- Confusion on parent's salary: Do not count parent's salary when computing the ₹8 Lakh limit. If your parent is not a Group A/B officer, their high salary alone does not push you into Creamy Layer.
